Brief Bio
Dr. Peg Maddocks began her career as a teacher, principal, and federal program director during which she developed her passion for innovative, student-centered learning approaches using technology. Upon receiving her Ph.D. in Instructional Psychology, Peg changed careers to apply principles of psychology, instructional design, multi-media, and evaluation to technical training design, development, and delivery in corporate settings. She also implemented a variety of process redesign and change management projects to integrate technology into organizations, leveraging technology for work processes including learning and development. During her 14 years at Cisco Systems, Peg implemented the first e-learning programs, the first simulations for sales training, and tools and processes for integrating technology into course development, delivery and assessment. She also designed and managed the corporate evaluation system for training, including a return-on-investment model.
Dr. Maddocks changed careers again in 2005 by directing Cisco’s 21st Century Schools Initiative in the Gulf Coast in the aftermath of Hurricane Katrina. As part of the $80 million program, Peg and her team introduced school leaders to planning and process redesign methodology that has been used effectively in corporations and non-profits to integrate technology. Successful 21S districts used a system view to redesign their work and integrate technology and experienced accelerated results. Peg also oversaw a three year formative and summative program evaluation process in collaboration with the Educational Development Center.
Dr. Maddocks is now President of Maddocks Learning, a consulting firm focusing on enabling districts to effectively integrate technology as they transform work processes, including teaching and learning, curriculum development, and management. She is also a Senior Consultant at APQC Education helping with business development, partnerships, and sales.

Experience and Accomplishments, 2009 – Present: Maddocks Learning
- American Productivity and Quality Center, Education Division (APQC): As a Senior Education Consultant I am helping APQC transform education through the implementation of process and performance management training. My role is to coordinate a partnership with Cisco to help their customers more successfully implement technology integrations using process redesign. In addition, I participate in sales and consulting engagements.
- Schlechty Center: Developing an Internet strategy for the Schlechty Center as part of their growth model. Conducted workshop for consultants and staff, assessed needs and goals of clients, and worked with the IT team to determine effective approaches, especially focusing on leveraging social media.
- Jhumki Basu Foundation: Creating a collaborative community of innovative science teachers, focusing on urban, underserved youth in grades 6-12 in collaboration with several NYC schools, teacher education institutions, and the NYC DOE.
- Strategic Learning: Working with the consulting firm to build an Internet strategy and assess the readiness of partner schools in Chicago to integrate technology into their teaching, learning, and assessment processes.
1995 – 2009: Cisco Systems
- Cisco Global Education: Directed the $80 million 21st Century Education Initiative in 8 Mississippi and Louisiana school districts:
- Developed and implemented a strategic plan in collaboration with the school districts to align their practices and implement 21st century leadership, pedagogy, and assessment while integrating Cisco and partner technology.
- Managed 20 Cisco “Fellows” over a three-year period who consulted with districts to create a vision and strategy for integrating technology and transforming learning and teaching.
- Oversaw a $2 million comprehensive formative and summative evaluation process with The Center for Children and Technology (EDC-CCT) in New York as well as the development of Cisco’s Education 3.0 Diagnostic Tool.
- Wrote several Educator Briefs and Executive Action Plans to guide school leaders in implementing 21st Century education practices.
- At the end of the three-year initiative, a majority of the 21S schools increased their high stakes test scores, and attendance, reduced discipline problems, and attracted and retained higher quality teachers and principals. School leaders attribute their success to an accelerated and comprehensive transformation that leveraged technology and was guided by the Cisco team.
- Piloted the Education 3.0 Leading Indicators Diagnostic Tool at three school districts to assess their progress as 21st Century organizations (Horry County, SC; Montgomery County, NC; Corpus Christi, TX).
- Cisco University:
- Implemented innovative processes and IT tools as Director of Development for Cisco University, a human resources offering for 50,000 employees worldwide.
- Managed the redesign of the performance development processes, learning on-demand, and a tracking system for job-embedded learning.
- Implemented an extensive evaluation system that tracked employee accomplishments, training, and performance.
- Cisco Career Certification Program:
- Managed Cisco Certification course and exam development, including course evaluation process.
- Implemented a process management program to reduce the course development budget from $23 million to $11 million while improving course quality and effectiveness as measured by student evaluations and success passing exams.
- Cisco Manufacturing:
- Introduced e-learning to manufacturing and increased quality and efficiency, reducing the cost of errors and scrap material by over $15 million annually.
1988 – 1995 Maddocks & Company
- Provided a variety of services to clients such as Sun Microsystems, National Semiconductor, AMD, Cisco Systems and non-profit quality organizations related to instructional design of courseware, evaluation, train-the-trainer, quality improvement, and process redesign.
- Implemented process management programs with the Palo Alto Police Department and the City of Fremont to improve quality of service, reduce expenses, and improve employee satisfaction.
- Acted as Lead Consultant on a team implementing GE’s “Work-Out” program at Pacific Gas & Electric. Through process redesign, performance measurement, and large group problem solving, reduced expenses by over $350 million over a four-year period.
1984 – 1988 General Motors
- Managed technical training functions including instructor development, quality programs, management training, and production training.
- Oversaw a comprehensive evaluation program to measure return-on-investment in all of the training programs. Frequently saw a return of over 500 – 1,000% on the programs I managed.
